Transportation Engineer (Civil)

About the Position:
Under the general direction of the Chief, Office of Innovative Programs, the Program Engineer assists the Office Chief and/or Program Manager(s) and works with cities, counties, tribal governments, transportation planning agencies, district, other headquarter units, the California Transportation Commission (CTC) and the Federal Highway Administration (FHWA). The Program Engineer will assist with program management duties including project tracking, resolving program, delivery or technical issues. The Program Engineer may act as a lead.
The Program Engineer will serve as a technical expert and help validate, track and coordinate project progress, completion and final delivery reports for the Reconnecting Communities: Highways to Boulevards program.

This position reports to HQ Sacramento. This is a statewide recruitment. The selected candidate will be physically located in a Caltrans HQ or District office that is in one of the following counties (Humboldt, Shasta, Yuba, Sacramento, Alameda, San Luis Obispo, Fresno, Los Angeles, San Bernardino, Inyo, San Joaquin, San Diego, and Orange) that is nearest their residence.

This is a Limited Term position which may be extended to 12 to 24 months or become permanent.

What You'll Do:
  • Analyze and make decisions related to the selection of local agency projects for funding, the eligibility of project related design and construction costs for state and/or Federal-Aid reimbursement.
  • Assist in the implementation of policies and procedures and assist Districts with questions related to review of progress invoices including: award packages, detailed estimates, contract change orders, and participating costs.
  • Coordinate with HQ accounting staff to ensure the established guidelines are implemented accordingly.
  • Review project data for thoroughness, accuracy, tracking and delivery.
  • Prepare program and project reports and verify project delivery actions.
  • Assist Program Manager with resolving project delivery issues including delays in project phases, coordination with various funding types, processing and analyzing scope changes and project amendments.
  • Attend CTC agenda preparation meetings to verify and validate project and program data.
  • Input project data into electronic databases.
  • Prepare and maintain various files, records and electronic logs by using computer-based processes to compile engineering data.
  • Stay current with the program guidelines, CTC Guidelines and federal authorization processes.
  • Assist in implementing the reporting process for progress, completion and final delivery reports to keep the Department compliant with requirements to report quarterly and semi-annually.
  • Review quarterly project progress reports for approval and coordinate with project managers to make corrections.
  • Coordinate and assist project managers to maintain transparency on reporting requirements, processes and compliance.
  • Assist project managers with user count guidance for completed projects.
  • Develop and implement program evaluation and reporting performance measures.
