Child Welfare - Chief of Social Work - Region 6 (Pocatello)

Are you a licensed social worker with a master’s degree or ability to obtain a master’s degree within 36 months of hire? Do you have previous supervision experience of professional staff involved in child welfare/protection work and are passionate about helping Idaho’s families and children? If so, the Idaho Department of Health and Welfare’s Division of Family and Community Services has an exciting employment opportunity for a Child Welfare Chief to work in our Pocatello, Region 6 office!
 
This position will provide clinical social work program review, direction and consultation for the Child Welfare Program in Region 6; monitor continuous quality assurance and delivery services and assure compliance with child welfare standards and laws; provide supervision, staff development, consultation and training to regional child welfare and clinical supervisory staff and training and curriculum development in the Child Welfare Program/Academy; perform related work as required. Some travel required within Region 6 to Blackfoot, Preston, and occasionally to Boise.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Child Welfare Chief making $35.63/hour to an estimated $49.30/hour.
 
The Idaho Department of Health & Welfare is a drug-free workplace. Example of Duties
Program Direction:

  • Participate with the Regional Field Program Manager in child welfare program development, planning and implementation and provide input on budget review and contract planning.
  • Manage quality improvement reviews, monitor and evaluate continuous quality assurance and improvement plans to address practice issues to meet Adoptions and Safe Families Act (ASFA) guidelines.
  • Analyze data and assure cases meet ASFA outcomes as measured by Continuous Quality Improvement (CQI) and concurrent review tools.
  • Measure cases from selected samples against federal quality assurance instruments.
  • Report outcomes and develop strategies to address identified program needs.
  • Assure standards are met within context of family-centered practice to achieve safety, permanency and well-being of children in the child welfare system and that each office has necessary tools and monitoring practices to ensure ASFA and CQI outcomes are accomplished.
  • Determine case priorities, disposition and direction, approve foster care licenses and payments.
  • Make decisions regarding placement, clinical course and treatment expenditures for youth in residential treatment facilities.
  • Approve requests for termination of parental rights and adoption selection.

 Program Consultation/Training:

  • Receive consultation regarding state child welfare policy and standards from Central Office Staff.
  • Provide consultation and guidance to regional staff on best practice philosophy and standards and fiscal guidance for case expenditures.
  • Provide clinical insight and child welfare consultation to child welfare clinical staff surrounding client progress and treatment modality.
  • Provide consultation and training to child welfare staff and assure new staff receives standardized training regarding State standards.
  • Conduct workshops and seminars and establish working relationships and service partnerships with community partners.
  • Exchange regional information with other Regional Chiefs and may provide oversight of pilot projects.
  • Respond to inquiries and address concerns of university and community partners, service providers and families.
  • Develop/review curriculum and provide classroom instruction at the Academy or field instruction.
  • Supervise social work students assigned to children and family services.

Minimum Qualifications

  • Licensure as a Master's Level Social Worker in Idaho in accordance with Idaho Code 54-3201 et seq.;
OR
An applicable Bachelor's degree from an accredited school, and agreement and reasonable ability to obtain a Master's degree in Social Work and licensure in Idaho in accordance with Idaho Code 54-3201 et seq. within 36 months of hire.
AND
  • Experience providing child welfare, child protection, or child mental health services within a multidisciplinary service delivery system.
  • Experience supervising professional staff involved in child welfare/protection work.
  • Applicants must possess a valid driver's license.

Supplemental Information
Incumbents serve as the Chief Child Welfare Social Worker and are considered the child welfare program expert responsible for providing social work and clinical program direction in the region. They participate with the Regional Field Program Manager in managing child welfare and service delivery programs and must have a complete understanding of all responsibilities associated with managing the Child Welfare Program in the region in order to provide program consultation and training to staff, students, contractors and/or service providers. Some travel throughout the region and State is required. Supervision of child welfare and clinical supervisory staff is one of the primary functions of the job.
