GENERAL STATEMENT OF DUTIES: This position is responsible to assist with legal matters, with a primary focus within Crime Victims’ Compensation Program, Debt Management, Unclaimed Property, and the Employees’ Retirement System of Rhode Island, divisions within the General Treasurer’s office; and perform other duties as assigned. 
 
To serve as part of the General Treasurer’s legal team to provide analysis and recommendations to legal questions and issues that arise.  In addition, as part of the General Treasurer’s legal team to assist as needed on specific projects and pending litigation.
 
To work with individuals at the General Treasurer’s office, including the public, other government agencies, the business community, fellow employees and any other individual, both in person and when answering incoming calls, emails, letters and any other form of contact in a professional, courteous and respectful manner, and to project a customer-friendly attitude committed to provide high quality customer service.
 
To perform duties as directed to support the operations of the General Treasurer’s office during times of increased departmental workloads, including but not limited to working on a temporary basis (not to exceed 3 months, which may be extended by mutual agreement) in the Crime Victim Compensation Program, General Administration, Business Processing, Employees’ Retirement, Unclaimed Property and/or the Investment Division. Designated managers within each division will review work for conformance to established procedures and regulations. Employees will not be disciplined for their inability to meet job requirements, which are specific to a position to which they are temporarily transferred. Experience, including working in other departments, may be considered as a factor in selecting employees for promotions and/or transfers to new positions.
 
SUPERVISION RECEIVED: Legal counsel shall report to the General Counsel and shall provide legal assistance across all departments within Treasury.

ILLUSTRATIVE EXAMPLE OF WORK PERFORMED:
 
Legal Counsel
 
As legal counsel within the General Treasurer’s office, the responsibilities include but are not limited to: (1) providing recommendations regarding requests for return of real estate deposits held by the General Treasurer; (2) drafting and reviewing reconsideration requests regarding the denial of individual’s claims for crime victims compensation; (3) assisting in legislative drafting and the defense of lawsuits filed against the General Treasurer; (4) managing, monitoring and responding to Access to Public Records requests; (5) review and drafting of request for proposals and contracts for services; and (4) acting as the General Treasurer’s representative when requested before Commissions and Boards. 
 
 

 

REQUIRED QUALIFICATIONS FOR APPOINTMENT

 
KNOWLEDGE, SKILLS, CAPACITIES: Must possess general knowledge of the statutory oversight and responsibilities of the General Treasurer’s office and be organized with a demonstrated ability to accurately execute required tasks. Must have exceptional oral and written communication skills and be detailed-oriented. Must be proficient in all Microsoft Office programs, and proficient in Westlaw, and LexisNexis.
 
EDUCATION, DEGREES, AND CERTIFICATES: Must have a juris doctorate degree from an accredited law school and be licensed to practice law in the State of Rhode Island. Documentation regarding the admission to the Rhode Island bar shall be submitted along with resume and cover letter.
